Utilities / Services


Bills are payable at City Hall and online using CourtMoney (we accept American Express, Discover, Mastercard and Visa).  You may also set up the option to pay bills using DIRECT DEBIT.   To sign up for this service, bring a voided check to city hall and sign the authorization form.  City hall is open from 7:45 a.m to 4:00 p.m. Monday through Friday.

For your convenience we have an outside mail slot located next to the front door to drop off payments after hours.

Please note there is a $50.00 utility reconnect fee for utilities that have been shut off due to non-pay.

GAS, WATER & SEWER INFORMATION:  To apply for utility service:

All Residents are required to complete a Utility Application for Service and pay a $25 fee to have Utilities connected: Application for Service

If you are renting you will need to make a deposit in your name at city hall.  Hours are Monday thru Friday 7:45 a.m. to 4:00 p.m.  Utilities can not be turned on or off after 3:00 p.m.


Water/Sewer Deposit: $75.00
Gas Deposit: $150.00
Trash Deposit: $25.00
(no deposit required if you are an owner)


Inside City Water Tap Fee: $400.00
Outside City Water Tap Fee: $1000.00

Beginning June 1, 2017, City of Chester has a contract with Quivey Sanitation, Inc. for residential trash pick up.  Residential trash is picked up on different days (Mon., Tues., Thurs., or Fri.) in different areas throughout the city. Please contact 826-5114 to see which day your trash should be picked up.  Please put your trash tote out the night before your scheduled pickup day.  Quivey requests that all trash be bagged as much as possible.  Quivey will only honor two (2) holidays (if they fall on a week day).  New Year’s Day and Christmas Day.  If a holiday falls during the week, trash will be picked up on the next day or as scheduled by Quivey.

Quivey will also provide door service to handicapped/disabled or elderly residents when necessary.   If an additional tote is needed please call 826-5114 to request another tote at an additional charge a month.  You may contact Quivey at 618-317-6790 to schedule and pay for additional pickups, or for dumpster rental.

Unacceptable trash in your tote:  electronics, roofing, building materials, yard waste, tires, appliances, large furniture, ash, paint cans (with paint, if it has paint it must be dried), shingles, bricks, concrete.

The city of Chester Maintenance Department will pick up bagged yard waste  anytime.  Please call 826-3712 to be put on a pick up list.  Yard waste must be in biodegradable bags.  The city of Chester does have a recycling program and recycling area. The city of Chester Maintenance Department also has “city wide clean up days” usually the 2nd week of June on your trash pickup day only.
