GAS, WATER & SEWER:
To apply for utility service: Stop in or contact Chester city hall at 618-826-2326 for water, sewer, gas and trash. If you are renting you will need to make a deposit in your name at city hall. Hours are Monday thru Friday 7:45 a.m. to 4:00 p.m. Utilities can not be turned on or off after 3:30 p.m.

TRASH:
City of Chester has a contract with Panther City Hauling, Inc. for residential trash pick up. Residential trash is picked up on different days (Mon., Tues., Thurs., or Fri.) in different areas throughout the city. Please contact 826-2326 to see which day your trash should be picked up. Please put your trash tote out the night before your scheduled pickup day.
Panther will also honor six (6) holidays (if they fall on a week day). New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. If a holiday falls during the week, trash will be picked up on the next regularly scheduled trash day. NOTE: Panther does not pick up trash in Chester on Wednesdays. Panther will also provide backdoor service to handicapped/disabled or elderly residents when necessary. Please contact Panther at 618-357-9844.
The city of Chester issues each resident a trash tote. If an additional tote is needed please call 826-2326 to request another tote at an additional $3.00 a month. Panther will not pick up large amounts of bagged trash on a regular trash pickup day. You may contact Panther City Hauling at 618-357-9844 if you have large amounts of trash to be picked up or would need to rent a dumpster. Unacceptable trash: roofing, building materials, yard waste, tires, appliances, large furniture. The city of Chester Maintenance Department will pick up bagged yard waste anytime. Please call 826-3712 to be put on a pick up list. Panther will pick up one (1) large bulk item at the end of every month on your regular trash day. Items such as couch, chair, table, mattress, etc.
Totes are purchased by the city but residents are responsible for keeping them in good shape and in clean condition.

PAYMENT:
The City of Chester offers customers the option to pay their bills with direct debit. To sign up for this service, bring a voided check to city hall and sign the authorization form. Or utility bills can also be paid online at EPay. An outside mail slot, which is located next to the front entrance to city hall, is also available for your convenience to pay your bill after hours. City hall is open from 8:00 a.m to 4:00 p.m. Monday through Friday.
