The Chester City Council reinstated the Occupancy Inspections for the City of Chester effective December 1, 2010. Occupancy Inspections will apply to rental property only. The Code Enforcement Officer is Dave Bargman. The Chester City Council also revised the Property Maintenance Code Chapter 29 (29-1-17) to add Notification of Renters which states the owner of a residence, dwelling, structure or building that is leased for rent as a residence shall register with the City Clerk on or before December 31 of each year and upon a change in occupancy and/or upon request of the City Clerk the name of each renter or lessee leasing or renting the residence, dwelling, structure or building.
